High Street Essay/Speech Contest

A 3 minute video submission contest with a total of over $5,000 in scholarship money as prizes. The top ten finalists will have their videos played for a panel of judges and an audience at the Movie Tavern at High Street on May 25, 2010 at 7pm.

Topic: "What does it mean to be an American to you?"

Who is eligible?
All high school seniors enrolled in public, private and home schools in the City of Williamsburg/James City County area.

When is the submission deadline?

The deadline to submit your video is 11:59pm (EST) on May 17, 2010

When does the contest end?
The first phase of the contest (the video submission phase) will end on May 17 at 11:59 pm (EST). The final phase (the screening of the ten finalists’ videos and announcement of winner) will take place on May 25, 2010 at the Movie Tavern at High Street Williamsburg.

Contestants must be present at Movie Tavern to win.

How much can I win?*
Awards
First Place (1): $2,500 scholarship
Second Place (1): $1,250 scholarship
Third Place (1): $500 scholarship
Honorable mention (7): $125 scholarship

*The prize money is not a cash prize. It will be given in the form of a check made out to the college
of the recipient’s choice.


How do I enter the contest?
All entries must be submitted to the High Street Video Essay Contest Page (http://
www.youtube.com/group/highstreetcontest
).
Instructions:
1) Grab a phone, webcam or a video camera and shoot a video on the theme, "What Does it Mean to Be an American to You?"

2) Make sure your video is three minutes or less in length.

3) Load the video onto your computer.

4) Go to www.youtube.com

5) Create a YouTube profile or log in to your YouTube profile and upload your video using the yellow "Upload" button near the top right of your screen. Copy the web address of your video.

6) Go to www.youtube.com/group/highstreetcontest.

7) Click the yellow "Join This Group" button.

8) Click the blue "Submit a video" button.

9) Paste the web address of your video in the space marked "Video URL"

10) Tell your friends so they can win too.
How long can my video be?
The video should be no more than 3 minutes in length and must be uploaded to the High Street Video Essay Contest Page (http://www.youtube.com/group/highstreetcontest). The top five finalists will be contacted and asked to provide an exact copy of the uploaded that can be played on a DVD player.

Complete Official Rules

Section I - General Rules
1. Contestants must create an original three-minute video with limited guidance from others.
2. All contestants must either begin by appearing on-camera and stating their first and last names, their age (at the time of video production), their grade level and the school at which they are presently enrolled in and actively attend.
3. High Street Williamsburg will have the right - in perpetuity - to edit, publish or otherwise duplicate any video entered into the contest without payment to the author.
4. There is no cost to enter the contest.

Section II - Qualifications for Contestants
1. The contest is open to all high school seniors enrolled in public, private and home schools in the City of Williamsburg/James City County area.
2. Contestants may submit only one video entry.

Section III - Contest Rules
1. Participants must produce a video on the official topic.
2. Video submissions must be no longer than three minutes in length.
3. Any quotations or copyrighted material used in the video must be identified properly. Failure to identify non-original material will result in disqualification.
4. Any protest in the conduct of the contest must be made immediately. High Street Williamsburg will decide all protests in conformity with the contest rules. The decision of High Street Williamsburg is final, and no higher appeals will be recognized.
5. High Street reserves the right to discontinue the contest at any time or to otherwise change
the terms of the contest at any time, including, but not limited to (a) extending submission deadlines (b) increasing or decreasing the number of available prizes and (c) changing the
venue of the video screening.

Section IV - Judging and Timing
1. All videos will initially be reviewed by an independent third party. (Up to) 10 videos will be
submitted for review by the judges at the May 25th screening. Final judging will be completed by a panel of qualified judges consisting of leaders from The City of Williamsburg, James City County, The College of William & Mary and other area businesses.

Section V - Scoring of Contest (Finalists)
Judges will score the finalists’ videos on the following criteria and values:
1. Material Organization (Logical interpretation of the subject, adherence to topic): 40 points
2. Originality: 30 points
3. Persuasiveness (ability to convey theme points and inspire audience): 20 points
4. Video Production (editing, sound and picture quality, etc): 5 points
5. Adherence to contest rules (prepared in the proper format): 5 points

Section VI - Awards
First-place (1): $2,500 Scholarship and a plaque
Second-place (1) : $1,250 Scholarship and a plaque
Third-place (1): $500 Scholarship and a plaque
Honorable Mention (7): $125 scholarship and a plaque
Scholarships will be funded by High Street Williamsburg.
